RESOLUTION OIV-ECO 715-2023

WITHDRAWAL OF OBSOLETE, OUT OF DATE AND REDUNDANT OIV RESOLUTIONS

The General Assembly,

RECALLING Resolution AG 3/2004, by which the International Organisation of Vine and Wine accepted the transfer of the entire scientific and technical heritage of the International Vine and Wine Office;

NOTING that resolutions of general, scientific, technical, economic and legal scope adopted by the General Assembly of the International Organisation of Vine and Wine, and prior to this by the General Assembly of the International Vine and Wine Office, constitute the corpus of decisions and recommendations of the Organisation;

NOTING that between 1928 and 2021 the OIV adopted a total of 1379 resolutions, 19 of which have been officially withdrawn;

CONSIDERING Axis VI A of the 2020-2024 Strategic Plan, “Foster international cooperation”, in particular point 3, which specifies to “pursue interaction with other international organisations and promote awareness of OIV resolutions”

NOTING that to facilitate the application of OIV decisions by Member States it is necessary to evaluate the relevance of resolutions according to their scope, implementation and topicality;

CONSIDERING the Annex 8 of the Rules of Procedure of the International Organisation of Vine and Wine, which describes the procedure for evaluation of resolutions, and which specifies that the OIV Secretariat compiles the results of the evaluation and presents them to the Executive Committee.

CONSIDERING the work of the Codification Steering Committee, put in place by decision of the CST meeting in April 2021 and tasked with inventorying OIV resolutions to analyse their relevance and their applicability;

CONSIDERING that the Codification Steering Committee used the following withdrawal criteria as a basis:

  1. OBSOLETE

A resolution may be considered obsolete when

  1. the object of the resolution is based on scientific hypotheses that have been refuted by scientific studies / more recent universally accepted concepts

or

  1. the object of the resolution is no longer consistent with the objectives and guidelines of the OIV.
  1. OUT OF DATE

A resolution may be considered out of date when

  1. it refers to a particular event (with or without a specific timetable),

or

  1. the topic of the resolution no longer exists or is no longer valid.
  1. REDUNDANT

A resolution may be considered redundant when

  1. a subsequent resolution repeats, reiterates or adds new elements to its content.

CONSIDERING the proposal presented by the Codification Steering Committee for review by the Commission III “Law and Consumer Information” (DROCON) Group, namely to withdraw certain resolutions identified as obsolete, out of date or redundant and that cannot be currently applied;

AT THE PROPOSAL OF the “Law and Consumer Information” (DROCON) Expert Group;

DECIDES to withdraw the 376 resolutions presented in Annex 1, with the objective of improving the coherence of the corpus of OIV resolutions and facilitating their application by Member States.
