RESOLUTION COMEX 3/97

APPROVAL OF THE 1996 BUDGETARY YEAR ACCOUNT, VOTE OF THE PRIMITIVE BUDGET FOR THE 1998 BUDGETARY YEAR

THE GENERAL ASSEMBLY,

IN VIEW of the analysis of the budgetary accounts of the 1996 budgetary year,

IN VIEW of the analysis of the financial situation of the 1996 budgetary year,

IN VIEW of the management accounts of the 1996 budgetary year,

IN VIEW of the financial situation on December 31, 1996,

IN VIEW of the summarized management accounts of the last four budgetary years,

IN VIEW of the state of the contributions to be received at the end of 1996 budgetary year,

IN VIEW of the draft primitive budget for 1998,

IN VIEW of the three hypotheses of levels of contribution of the Member States for the 1998 budgetary year presented by the Director General,

IN VIEW of the COMEX 97/86 resolution concerning the adaptation of the missions and means of the O.I.V.,

APPROVES the management accounts for the 1996 budgetary in which appears a budget surplus of 64,362.58 French Francs;

APPROVES the statement of accounts for 1996 of an amount of 7,773,124.17 French Francs;

APPROVES the proposal of the Director General aiming at allocating the surplus, i.e. 64,362.58 French Francs to the account: "Provision for contributions over one year";

GIVES QUIETUS to Mr Robert Tinlot, Director General, for its management during the 1996 budgetary year;

APPROVES the primitive budget for the 1998 budgetary year corresponding to hypothesis B for a total amount of 8,996,000.00 French Francs, the amount of the contribution unit of the Member States being 69,030.00 French Francs;

INCREASES the aforementioned primitive budget, taking into account the resolution COMEX 97/86, by 450,000 French Francs in expenses corresponding to the fees of the Consultant firm in charge of preparing proposals for the adaptation of the missions and means of the O.I.V.. This amount is registered on the "Exceptional expenses" account;

INCREASES the aforementioned primitive budget, taking into account the resolution COMEX 97/86, by 450,000 French Francs in receipts in order to cover the aforementioned expenses. Consequently, a fifth account is added named " Exceptional financial contribution of the Member States" for an amount of 450,000 French Francs;

NOTES, therefore, that the primitive budget for the 1998 budgetary year is approved after modifications for an amount of 9,446,000 French Francs in expenses and receipts.
